The participation in peacekeeping operations represents one of Austria’s
most essential contributions to the United Nations’ efforts to maintain
peace and international security. In 1960 Austria participated for the
first time in a UN-led operation by despatching a medical contingent for
the United Nations Operation in Congo (ONUC). Since then, more than
90,000 Austrians have served in UN peacekeeping troops and several
Austrians were appointed commanders of peacekeeping operations by the UN
Secretary-General. |

In 1997, the Federal Constitutional Act on Co-operation and Solidarity
in Despatching Units and Individuals Abroad was adopted. This Act, which
was adapted to the changed situation and replacing the Act on
Despatching of 1965, represents the new constitutional basis for the
participation of Austrians in UN operations. Austria fully supports the
efforts by the UN to plan peacekeeping operations more efficiently and
to be able to respond more effectively to crisis situations through more
rapid deployment. The protection of the civilian population in conflict
areas, especially women and children, is a particular Austrian concern. |

HELBA is the abbreviation of the words Hellenic Battalion. It is a
theatre unit, in charge of transport to the benefit of all SFOR troops.
Its mission is to provide wide transportation support in the theatre, as
required, during all phases of operations, to support the Multinational
Divisions (MND) and the National Support Elements (NSE) within all of
Bosnia and Herzegovina (BiH), and to support, as required or tasked,
civilian organisations. The Hellenic contingent was first established in
Visoko on Dec. 26, 1995. One month later, the unit took the name of
BELUGA, which stood for BElgium, LUxembourg, Greece and Austria. In
February 1999, after the first reorganisation of SFOR units, Luxembourg
and Belgium withdrew from the theatre, and Greece became the leading
nation. The arrival of Bulgaria brought the name 'HELBA'. In February
2000, the Austrian contingent was re-deployed in Rajlovac, and one month
later the Portuguese battalion was deployed to Visoko as Operational
Reserve (OPRES). In January 2001, the Bulgarian platoon left the theatre
and HELBA took its last form. HELBA was closed on Feb. 12, 2003.

Austrijski kontingent na Kosovu pod vodstvom NATO-a (KFOR) raspoređen je
od ljeta 1999. Glavnina kontingenta služila je u okviru Multinacionalne
operativne grupe Jug (MNTF S) - jedinice veličine brigade sa sjedištem u
Prizrenu. MNTF S je formiran od trupa koje su poslale Njemačka, Turska,
Bugarska, Švicarska i Austrija, a sastojale su se od 3 manevarska
bataljona (ManBn), niza jedinica izravno podređenih brigadi,
Multinacionalne logističke jedinice (MNLU) kao helikopterski element.
AUCON / KFOR je MNTF-u S osigurao ManBn "Dulje" - jedinicu veličine
bataljuna - sa svojim kampom smještenim u Suvoj Reci, uz koji je bila
priključena i švicarska četa. |

The Austrian Contingent of the NATO-led Kosovo Force (KFOR) has been
deployed since summer 1999. The bulk of the contingent served within the
framework of the Multinational Task Force South (MNTF S) - a
brigade-size unit with its Head Quarters in Prizren. The MNTF S was
formed by the troop contributing nations of Germany, Turkey, Bulgaria,
Switzerland and Austria and comprised 3 Maneuver Battalions (ManBn), a
number of units directly subordinated to the Brigade, a Multinational
Logistics Unit (MNLU) as well as a helicopter element. AUCON/KFOR
provided the MNTF S with the ManBn "Dulje” - a battalion-size unit -
with its camp located in Suva Reka, to which also a Swiss company was
attached. |

U
skladu s Rezolucijom Sjevernoatlantskog vijeća (NAC), krajem 2010.
godine, „Prijelazna vrata 1“ provedena su u okviru odvraćajuće
prisutnosti (DP TG1). Glavna zadaća KFOR-a je osigurati sigurno
okruženje (SASE) kao treći odgovor, nakon Kosovske policijske službe i
EULEX-a. Uz to, KFOR nadgleda obuku Kosovskih sigurnosnih snaga (KBS) i,
kada je potrebno, podržava međunarodne civilne organizacije na terenu. S
tim je bio povezan rasformiranje ManBn "Dulje" i prijelaz s MNTF S u
Multinacionalnu borbenu skupinu Jug MNBG S. Austrijska pješačka satnija
bila je izravno podređena OPCON-u MNBG S. |

In compliance with the North Atlantic Council (NAC) Resolution, at the
end of 2010, Transition Gate 1 was implemented within the framework of
Deterrent Presence (DP TG1). KFOR’s main task is to ensure a Safe and
Secure Environment (SASE) as 3rd responder, after the Kosovo Police
Service and EULEX. In addition, KFOR supervises the training of the
Kosovo Security Force (KSF) and, when necessary, supports international
civil organizations on the ground. Connected with that was the
disbandment of ManBn "Dulje” and the transition from MNTF S to the
Multinational Battle Group South MNBG S. The Austrian infantry company
was directly subordinated to OPCON of MNBG S. |

Od
sredine 90-ih, Snage operativne rezerve su bile spremne za Zajedničko
operativno područje (JOA) Balkan, kako su se dogovorili NATO i EU, kako
bi upravljale nepredviđenim razvojem situacije. Općenito, ove snage
nazivaju se Snagama preko horizonta (OTHF) i u osnovi su rezervne snage
na operativnoj razini. Doprinos austrijskih oružanih snaga sastoji se od
jedne pješačke satnpješadijske čete opremljene ATV-om "Pandur", ukupno
oko 140 vojnika. Ovisno o zadacima ili situaciji, ovaj broj vojnika može
se povećati na ukupno 230 vojnika. Ovaj kontingent AAF integriran je u
bataljun njemačkog Bundeswehra, zajedno s kojim prolazi sve operativne
pripreme i izvodi sve naredne operacije. |

Since the mid-90s, forces have been kept ready for the Joint Operation
Area (JOA) Balkans, as agreed between NATO and the EU, to manage
unforeseen developments of the situations. In general, these forces are
referred to as Over the Horizon Forces (OTHF) and are, in essence,
reserve forces on the operational level. The contribution of the
Austrian Armed Forces comprises one infantry company equipped with ATV
"Pandur” as well as national elements, totaling roughly 140 soldiers.
Depending on the tasks or the respective situation, this troop
contribution can be augmented to a total of 230 soldiers. This AAF
contingent is integrated into a battalion of the German Bundeswehr
together with which it undergoes all operation preparations and carries
out all subsequent operations. |

Operacija Artemis, formalno Snage EU u Demokratskoj Republici Kongo
(EUFOR), bila je kratkoročna vojna misija pod vodstvom EU-a i
odobrena od strane UN-a u DR Kongu tijekom sukoba u Ituri. Dana 30.
05. 2003. Vijeće sigurnosti UN-a donijelo je Rezoluciju 1484 kojom
se odobrava upućivanje Privremenih multinacionalnih snaga za hitne
slučajeve (IMEF) u Buniu sa zadaćom osiguranja zračne luke, zaštite
interno raseljenih osoba u kampovima i civila u gradu. Vojne snage
bile su iz Belgije, Brazila, Kanade, Francuske, Grčke, Južne Afrike,
Švedske i Ujedinjenog Kraljevstva. Osoblje u sjedištu dolazi iz
Austrije, Cipra, Mađarske, Irske, Italije, Luksemburga, Nizozemske,
Portugala, Španjolske i Njemačke. |

Operacija Artemis pokrenuta je 12. 06. i u sljedeća tri tjedna
dovršeno je raspoređivanje snaga. Snage su bile uspješne u
stabilizaciji situacije u Buniji i jačanju prisutnosti UN-a u DR
Kongu. 01. 09. 2003. odgovornost za sigurnost regije predana je
misiji MONUC. Operacija Artemis bila je misija pod vodstvom EU-a s
Francuskom kao "vodećom nacijom" koja je osigurala većinu osoblja
(900 od 1400 vojnika) i nadopunjena doprinosima zemalja EU-a i
zemalja izvan EU-a. Snage su imale podršku francuskih zrakoplova
baziranih na aerodromima N'Djamena i Entebbe. Dodana je i mala grupa
švedskih specijalnih snaga (SSG - Särskilda skyddsgruppen) i FJS IK,
pri čemu je potonja elitna posebno obučena četa iz švedske škole
padobranaca. |

Operation Artemis, formally European Union Force Democratic Republic
of the Congo (EUFOR), was a short-term EU-led UN-authorised military
mission to the DR Congo during the Ituri conflict. On 30 May 2003,
the UN Security Council adopted the Resolution 1484 authorising the
deployment of an Interim Multinational Emergency Force (IMEF) to
Bunia with a task to secure the airport, protect internally
displaced persons in camps and the civilians in the town. Military
forces were from Belgium, Brazil, Canada, France, Greece, South
Africa, Sweden and United Kingdom. Headquarters staff comes from
Austria, Cyprus, Hungary, Ireland, Italy, Luxembourg, Netherlands,
Portugal, Spain and Germany. |

Operation Artemis was launched on 12 June and the IMEF completed its
deployment in the following three weeks. The force was successful in
stabilizing the situation in Bunia and enforcing the UN presence in
the DRC. On 1 September 2003, responsibility for the security of the
region was handed over to the MONUC mission. Operation Artemis was
an EU-led mission with France as the "Lead nation" providing the
bulk of the personnel (900 of the 1400 troops) and complemented by
contributions from both EU and non-EU nations. The force was
supported by French aircraft based at N’Djamena and Entebbe
airfields. A small Swedish Special Forces group (SSG -
Särskilda skyddsgruppen) and FJS IK, the latter being an elite
specially trained company from the Swedish Parachute Ranger School
was also added. |

Njemačka, Grčka, Mađarska, Irska, Italija, Latvija, Litva, Luksemburg,
Nizozemska, Portugal, Rumunjska, Slovačka, Slovenija, Španjolska,
Švedska) i 3 zemlje koje nisu članice EU (nisu članice EU: Gruzija,
Moldavija, Crna Gora) angažirane su u ovoj misiji i poslale su vojnike u
Republiku Mali. |

Borbene grupe Evropske Unije (European Union Battlegroup EUBG) su vojne
jedinice sastavljene u skladu sa programon Zajedničke sigurnosne i
obrambene politike (Common Security and Defence Policy CSDP) Evropske
Unije. Zasnovane na doprinosima zemalja članica, svaka od 18 borbenih
grupa sastoji se od formacije veličine bataljona (najmanje 1500 vojnika)
ojačanih elementima borbene podrške. Grupe se redovno rotiraju pa su
tako po dvije aktivne u svakom momentu. Ove snage su pod direktnom
kontrolom Vijeća Evropske Unije (Council of the European Union). Svoju
punu borbenu pripremljenost su postigle 01. 01. 2007. godine, ali do
danas nisu učestvovale u borbenim akcijama. Grupe bi trebale biti
raspoređene u zone borbenog djelovanja za 5-10 dana i trebale bi biti
sposobne samostalno djelovati do 30 dana, a nakon dodatnog snadbijevanja
do 120 dana. Ove se grupe smatraju najmanjom samodovoljnom vojnom
jedinicom sposobnom za djelovanje u zoni operacija. |

An EU Battlegroup (EUBG) is a military unit adhering to the Common
Security and Defence Policy (CSDP) of the European Union (EU). Often
based on contributions from a coalition of member states, each of the
eighteen Battlegroups consists of a battalion-sized force (1,500 troops)
reinforced with combat support elements. The groups rotate actively, so
that two are ready for deployment at all times. The forces are under the
direct control of the Council of the European Union. The Battlegroups
reached full operational capacity on 1 January 2007, although, as of
January 2013 they are yet to see any military action. The groups are
intended to be deployed on the ground within 5–10 days of approval from
the Council. It must be sustainable for at least 30 days, which could be
extended to 120 days, if resupplied. A Battlegroup is considered to be
the smallest self-sufficient military unit that can be deployed and
sustained in a theatre of operation. |
