I. Opće odredbe, Članak 2.

      (2) Civilna zaštita je sustav organiziranja sudionika, operativnih snaga i građana za ostvarivanje zaštite i spašavanja ljudi, životinja, materijalnih i kulturnih dobara i okoliša u velikim nesrećama i katastrofama i otklanjanja posljedica terorizma i ratnih razaranja.

I. General Provisions, Article 2.

      (2) Civil protection is a system for organizing participants, operational forces, and citizens for the purpose of protecting and rescuing people, animals, material and cultural assets, and the environment during major accidents and disasters, as well as for addressing the consequences of terrorism and the destruction caused by war.

      Znak Civilne zaštite je poput međunarodnog znaka Crvenog križa, koji se smije uporabljivati odnosno nositi, u miru i u ratu u svrhu obilježavanja i kao znak zaštite osoba, sanitetskih postrojbi i ustanova, objekata, uređaja, sanitetskog materijala te prijevoznih i prijenosnih sredstava (kopnenih, pomorskih, zrakoplovnih i sl.) koji pripadaju Civilnoj zaštiti. Znak zaštite je uveden radi primjene Ženevske konvencije za poboljšanje položaja ranjenika i bolesnika, brodolomaca i zaštite građanskih osoba u vrijeme rata.

      The Civil Protection emblem is similar to the international Red Cross emblem; it may be used or displayed-both in peacetime and in wartime-to identify and provide protection for personnel, medical units and facilities, structures, equipment, medical supplies, and means of transport (land, maritime, aerial, etc.) belonging to Civil Protection. This protective emblem was introduced to facilitate the implementation of the Geneva Conventions, which concern the improvement of the condition of the wounded, the sick, and the shipwrecked, as well as the protection of civilians during wartime.

II. Sustav Civilne zaštite, Članak 5.

      (1) Sustav civilne zaštite obuhvaća mjere i aktivnosti (preventivne, planske, organizacijske, operativne, nadzorne i financijske) kojima se uređuju prava i obveze sudionika, ustroj i djelovanje svih dijelova sustava civilne zaštite i način povezivanja institucionalnih i funkcionalnih resursa sudionika koji se međusobno nadopunjuju u jedinstvenu cjelinu radi smanjenja rizika od katastrofa te zaštite i spašavanja građana, materijalnih i kulturnih dobara i okoliša na teritoriju Republike Hrvatske od posljedica prirodnih, tehničko-tehnoloških velikih nesreća i katastrofa, otklanjanja posljedica terorizma i ratnih razaranja.

II. Civil Protection System, Article 5.

      (1) The civil protection system encompasses measures and activities (preventive, planning, organizational, operational, supervisory, and financial) that regulate the rights and obligations of participants, the structure and functioning of all components of the civil protection system, and the manner in which the institutional and functional resources of participants which complement one another are integrated into a unified whole. This is aimed at disaster risk reduction, as well as the protection and rescue of citizens, material and cultural assets, and the environment within the territory of the Republic of Croatia from the consequences of major natural or technical-technological accidents and disasters, and at addressing the aftermath of terrorism and the destruction caused by war.

Vrste i nošenje oznaka na odorama,  Članak 19.

      Pripadnici operativnih snaga i državni službenici i namještenici Ministarstva na svečanoj, službenoj i zaštitnoj radnoj odori nose osnovne oznake, posebne oznake, oznake specijalnosti i oznake dužnosti.

Types and wearing of insignias on uniforms, Article 19

      Members of the operational forces, as well as civil servants and employees of the Ministry, shall wear basic insignia, special insignia, specialty insignia, and duty insignia on their formal, service, and protective work uniforms.

Vrste i nošenje oznaka na odorama,  Članak 20.

      (1) Osnovna oznaka je oznaka pripadnosti i nosi se na desnom rukavu jakne ili košulje odore pričvršćena čičkom.

      (2) Osnovna oznaka iz stavka 1. ovoga članka je u obliku štita u kojem se nalazi značka kružnog oblika; vanjski dio sačinjava pleter unutar kojeg se na narančastoj podlozi nalazi trokut plave boje s oznakom Republike Hrvatske; ispod trokuta lenta s natpisom »MUP«, a iznad značke na plavoj podlozi nalazi se natpis »CIVILNA ZAŠTITA«.

Types and wearing of insignias on uniforms, Article 20

      (1) The basic insignia is an affiliation emblem; it is worn on the right sleeve of the uniform jacket or shirt and is attached by means of a hook-and-loop fastener (Velcro).

      (2) The basic insignia referred to in paragraph 1 of this Article is shield-shaped and contains a circular emblem. The outer portion consists of a “pleter” (traditional Croatian interlace pattern), within which on an orange background there is a blue triangle bearing the emblem of the Republic of Croatia. Below the triangle is a ribbon (scroll) with the inscription "MUP," while above the emblem, on a blue background, is the inscription "CIVILNA ZAŠTITA" (Civil Protection).

Članak 21.

      (1) Posebne oznake su: oznaka nacionalnog obilježja Republike Hrvatske, oznaka pripadnosti ustrojstvenoj jedinici i oznaka imena i prezimena.

Article 21

      (1) Special insignia consist of: the national identifier of the Republic of Croatia, the organizational unit identifier, and the name and surname identifier.

Članak 21.

      (2) Oznaka nacionalnog obilježja Republike Hrvatske je natpis »CROATIA« s otisnutom zastavom Republike Hrvatske i nosi se u visini ramena pričvršćena čičkom na lijevom rukavu jakne, odnosno košulje odore.

      (2) The national identifier of the Republic of Croatia consists of the inscription "CROATIA" with the flag of the Republic of Croatia displayed; it is worn at shoulder level, attached by means of a hook-and-loop fastener to the left sleeve of the uniform jacket or shirt.

      (2) Sustav civilne zaštite ustrojava se na lokalnoj, područnoj (regionalnoj) i državnoj razini, a povezuje resurse i sposobnosti sudionika, operativnih snaga i građana u jedinstvenu cjelinu radi smanjenja rizika od katastrofa, pružanja brzog i optimalnog odgovora na prijetnje i opasnosti nastanka te ublažavanja posljedica velike nesreće i katastrofe.

      (2) The civil protection system is organized at the local, territorial (regional), and national levels, and it integrates the resources and capabilities of participants, operational forces, and citizens into a unified whole for the purpose of reducing disaster risks, providing a rapid and optimal response to threats and emerging dangers, and mitigating the consequences of major accidents and disasters.

IV. Operativne snage sustava Civilne zaštite,  Članak 23.

      (1) Izvršno tijelo jedinica područne (regionalne) samouprave odlukom osniva stožer civilne zaštite i imenuje načelnika, zamjenika načelnika i članove stožera od predstavnika operativnih snaga sustava civilne zaštite, upravnih tijela jedinice i područne (regionalne) samouprave i drugih pravnih osoba od osobite važnosti za sustav civilne zaštite jedinice područne (regionalne) samouprave.

      (2) Radom stožera civilne zaštite jedinice područe (regionalne) samouprave rukovodi načelnik stožera, a kada se proglasi velika nesreća, rukovođenje preuzima izvršno tijelo jedinice područne (regionalne) samouprave.

IV. Operational Forces of the Civil Protection System, Article 23.

      (1) The executive body of a unit of regional self-government shall, by decision, establish a civil protection headquarters and appoint a head, a deputy head, and members of the headquarters from among representatives of the operational forces of the civil protection system, the administrative bodies of the unit of regional self-government, and other legal entities of particular importance to the civil protection system of the unit of regional self-government.

      (2) The work of the civil protection headquarters of a unit of regional self-government shall be directed by the head of the headquarters; however, in the event that a major disaster is declared, the executive body of the unit of regional self-government shall assume direction.

      Gradski ured za mjesnu samoupravu, promet, civilnu zaštitu i sigurnost izradio je, a gradonačelnik donio Plan djelovanja Civilne zaštite Grada Zagreba, temeljen na Procjeni rizika od velikih nesreća (Službeni glasnik Grada Zagreba 38/22). Plan djelovanja civilne zaštite je operativni dokument namijenjen potrebama djelovanja Stožera civilne zaštite Grada Zagreba kao stručnog, operativnog i koordinativnog tijela za provođenje mjera i aktivnosti civilne zaštite u velikim nesrećama.

      Obzirom da u trenutku proglašenja velike nesreće ili katastrofe rukovođenje Stožerom civilne zaštite Grada Zagreba preuzima gradonačelnik Grada Zagreba, Plan je osnovni dokument za reagiranje i postupanje gradonačelnika s ciljem ublažavanja štetnih posljedica događaja, spašavanja ljudi, imovine i okoliša te asanacije terena.

      The City Office for Local Self-Government, Traffic, Civil Protection, and Safety has developed—and the Mayor has adopted the Civil Protection Action Plan for the City of Zagreb, based on the Risk Assessment for Major Disasters (Official Gazette of the City of Zagreb 38/22). The Civil Protection Action Plan is an operational document designed to support the Civil Protection Headquarters of the City of Zagreb—which serves as the expert, operational, and coordinating body in implementing civil protection measures and activities during major disasters.

      Given that the Mayor of the City of Zagreb assumes leadership of the Civil Protection Headquarters of the City of Zagreb upon the declaration of a major accident or disaster, the Plan serves as the primary document guiding the Mayor’s response and actions, with the aim of mitigating the adverse consequences of the event, saving lives, property, and the environment, and conducting site remediation.

      Pružamo  tehničku i operativnu podršku hitnim službama, s naglaskom na sigurnu primjenu bespilotnih sustava u zahtjevnim uvjetima. BSKS okuplja članove zainteresirane za razvoj i odgovornu primjenu bespilotnih tehnologija, posebno u području civilne zaštite i djelovanja u kriznim situacijama. Kroz vježbe, radionice i suradnju s drugim službama razvijamo sposobnosti korištenja bespilotnih letjelica za pregled velikih područja, potragu za osobama, procjenu situacije iz zraka, dokumentiranje terena i druge zadaće u kojima informacije iz zraka mogu pomoći ljudima na terenu.

      We provide technical and operational support to emergency services, with a focus on the safe deployment of unmanned systems in challenging conditions. BSKS brings together members interested in the development and responsible use of unmanned technologies, particularly within the fields of civil protection and crisis response. Through exercises, workshops, and collaboration with other agencies, we develop capabilities for using unmanned aerial vehicles (UAVs) to survey large areas, search for missing persons, conduct aerial situational assessments, document terrain, and perform other tasks where aerial information can assist personnel on the ground.

      Zlatna, srebrna i brončana medalja Civilne zaštitte SR Hrvatske utemeljene 1985. godine za izvanredne, vrlo značajne i značajne rezultate u organiziranju i djelovanju civilne zaštite, dodjeljivala se jedinicama, pojedincima i organima civilne zaštite u povodu Dana civilne zaštite - 20. lipnja.
