Stadtpolizei je
naziv gradskih ili općinskih policijskih snaga u njemačkim
garadovima. Poslije 1945. godine stvara se puno lokalnih i
gradskih policija. Mali gradovi i lokalne zajednice koje nisu
mogle, ili nisu htjele izdržavati vlastite snage bile su
pokrivene državnim policijama (Landpolizei) koje su bile mobilne
snage, tipa žandarmerije, organizirane od strane državnih vlasti
(država koje čine Saveznu Republiku Njemačku). Ovaj
decentralizirani sistem nije se pokazao efikasan u borbi protiv
terorizma i organiziranog kriminala (Bassder-Meinhof/RAF). U
velikoj reformi sredinom sedamdesetih godina dvadesetog stoljeća
dolazi do spajanja lokalnih i državnih policija. |

Ipak
i danas mnogi gradovi i zajednice u svim saveznim državama imaju lokalne
snage za održavanje reda. Ovisno od zakona u pojedinoj državi ove snage
imaju različite nazive i različite nivoe ograničenih policijskih
funkcija. Tako imamo Ordnungsamt, Kommunaler Ordnungsdienst, Städtischer
Ordnungsdienst te Stadtpolizei (gradska policija) u pojedinim gradovima
savezne države Hessen. Pripadnici ovih službi uglavnom nose uniforme,
ali rade i u civilnoj odjeći. Raspon ovlasti varira od države do države,
a takođe i to da li su naoružani ili ne. Većina zadataka im je
provođenje gradskih i općinsih zakona i odluka, kao što je kontrola
vlasnika trgovina, sanitarna inspekcija, veterinarska inspekcija i manji
prekršaji kao pogrešno parkiranje, bespravno odlaganje smeća, provođenje
državnih i gradskih zakona o držanju pasa itd. Uobičajeno je da izdaju
upozorenja ili ispisuju kazne, ali u pojedinim slučajevima provode i
hapšenja, ali to je "građansko hapšenje" kao da ga je izvršio i bilo
koji drugi građanin. U slučajevima da otkriju veća kriminalna djela,
zovu državnu policiju. |

Stadtpolizei is the name given to the municipal police forces of
some German cities. After 1945, there were many local and city
police forces, throughout Germany. Small towns and rural areas
that could not or did not want to afford their own police force
were covered by the Landpolizei which was a mobile
gendarmerie-type force organised by the state government. This
decentralised system, however, was not effective in fighting the
rise of organised crime and terrorism (Bassder-Meinhof/RAF). So
the local and city police forces were merged with the
Landpolizei to form the Landespolizei during the major
reorganisation of the German police in the mid-seventies. |

Currently, many cities in Germany also have a local public order force.
Depending on each state's laws, the name of the force that performs
these limited police-type functions could be: Ordnungsamt, Kommunaler
Ordnungsdienst, Städtischer Ordnungsdienst, Stadtpolizei, which means
City Police, in some cities in the State of Hessen.These city employees
mainly wear uniform but some could be in plain clothes and are the
municipal administration's eyes and ears on the street. Depending on
each state's laws, these local employees could be armed or unarmed.
Mostly they are charged with monitoring municipal by-laws and laws that
fall under the responsibility of municipalities, which include
monitoring the conduct of shop owners, sanitation inspections,
veterinary inspections and minor infractions and misdemeanors such as
illegal parking, littering, state and local dog regulations etc. They
usually only hand out warnings and fines and can only perform a
citizen's arrest as any other citizen can. If they see any major crimes
they are required to call the State police. |
