Landespolizei, državne policije su glavne policijske organizacije u
Njemačkoj. Svaka od njih je pod direktnom jurisdikcijom svoje države.
Počeci sežu u 19. vijek kada su razne kneževine imale svoje vlastite
policije, od kojih su najveće bile Pruska tajna policija i Bavarska
policija. Nakon ujedinjenja 1871. god. pod Ottom vov Bismarckom, ove
agencije postaju državne policije. Nacistička Njemačka ukida samostalnost
državnih i gradskih policija i sve ih centralizira u Ordnungspolizei (od
1936.-1945.). Poslije Drugog svjetskog rata u Njemačkoj je bio pravi kaos.
Pljačke, prevare, masovna seljenja ljudi su dosegli takav nivo da se vojna
policija više nije mogla nositi s time, pa su zapadni saveznici u svojim
okupacijskim zonama ubrzo dozvolili osnivanje policijskih organizacija,
uglavnom po uzoru na one u njihovim matičnim zemljama, što znači,
decentralizacija, demilitarizacija i demokratizacija policije. U istočnom
djeu, pod Sovjetima se osniva jedinstvena policijska snaga Volkspolizei
(narodna policija), koja prestaje postojati 1990., nakon ponovnog
ujedinjenja. |

The Landespolizei (English: State police) are the main police forces in
Germany. They are under the sole jurisdiction, funded and operated by the
German states. The Landespolizei can trace its origins to 19th century
Germany when the various prinicipalities maintained their own police
forces, the two largest of which were the Prussian secret police and the
Bavarian State Police. When Germany united into a single country in 1871,
under Otto von Bismarck, these police agencies became Landespolizei forces.
In Nazi Germany, all state and city forces were absorbed into the
Ordnungspolizei which existed from 1936 to 1945. After WWII, massive
numbers of refugees and displaced persons, hunger and poverty
characterised everyday life in Germany. Attacks by armed gangs, robbery,
looting and black-marketing were commonplace and the military police could
not cope with this troubling security situation. So each of the Western
Allies quickly permitted the formation of civilian police forces in
Western Germany under terms that reflected their own police structures and
traditions. In all three Western zones, the emphasis was to decentralise,
demilitarise and democratise the police. Some restrictions were lifted as
Cold War tensions grew and certain police functions necessitated central
rather than local direction. The Landespolizei became the police force for
the federal states in the West. East Germany created a unified national
force in the form of the Volkspolizei. This was disbanded upon the
reunification of Germany in 1990. |

Berlinska policija (Der Polizeipräsident in Berlin
ili uobičajeno Berliner Polizei) je policija države-grada

The Berlin Police (Der Polizeipräsident in Berlin
or commonly Berliner Polizei) is the German Landespolizei force for the
city-state of Berlin. The Berlin Police is headed by the Police
President and his deputy is Police Vice-President. They are supported in
the management of the force by the Staff Office of the Police President,
the Commanders of the six Local Divisions, the Division for Central
Tasks, the Criminal Investigation Department and the Central Services
Division. |

Berlin Police is divided into 6 local directorates (Direktion). Each
local directorate is responsible for one to three Berliner districts.
There are 16,500 police officers in uniform and plain-clothes, 2,000
security guards, prison-officers and staff in other law-enforcement
related areas, 2,800 administrative staff, including management and
clerical staff, technical staff and scientists of various disciplines
and 1,500 apprentices and trainees. |

Berlinska rezervna policija je ukinuta 2002. godine i to iz političkih
razloga. Nakon izbora za gradski parlament, najveći broj glasova dobiva
Socijalno-demokratska partija, bivšeg njemačkog kancelara i bivšeg
berlinskog gradonačelnika Willy Brandt-a. Kako nisu imali dovoljno
glasova da sami osnuju gradsku vladu, koalirali su sa PDS-om Strankom
demokratskog socijalizma (bivša istočnonjemačka komunistička stranka).
Ta stranka ima "na zubu" policiju, a pogotovo rezervnu policiju
(isključivo dobrovoljci) jer su njeni pripadnici uglavnom glasali za
konzervativne stranke, tako da je jedan od prvih aktova nove gradske
vlade bio da raspusti izuzetno uspješnu berlinsku rezervnu policiju.
Sada traje politička borba bivših pripadnika ove službe za ponovno
uspostavljanje dobrovoljne rezervne policije. |

The Berlin
Auxiliary Police Service was abolished in 2002 due to political
circumstances. After a vote for a new town parliament, Berlin got a new
government. Leading party became the Social Democratic Party, well known
as the party of the former town mayor of Berlin and chancellor of the
Federal Republic of Germany - Willy Brandt. They need a coalition partner.
So they made this coalition with the former east German communists party
(now known as PDS – “Party for Democratic Socialism”). This party
has its problems with security, the Police and especially with the Police
Volunteers because most volunteers vote for conservative politicians and
not for an only renamed party of the former GDR regime. One of the first
acts of the new government was to abolish the successful Volunteer Police
Service. But many of the former Police Volunteers are fighting on the
political stage for its “come back”. |

Policija Baden-Württemberga broji oko 25000
policajaca i oko 7000 civilnih službenika. Podijeljeni su u četiri regije
(Landespolizeidirektionen
in BW) sa sjedištima u Karlsruhe-u, Stuttgart-u, Freiburgu and Tübingenu.
Uz njih postoji i zasebna policija u Stuttgartu. Reformama iz 2005. godine
decentralizirane su i podređene su lokalnim vlastima, (Regierungspräsidium).
Policija na vodi i na autoputevima su ovom reformom također podređene
lokalnim vlastima. 2007. godine vlada je odlućila da policija Baden-Württemberga
takođe promjeni boju uniformi i vozila u plavo (usklađivanje izgleda
unutar EU-a). Da bi smanjili troškove tu
će promjenu izvršiti u periodu od 2009. do 2011. godine. |

Police numbers approx. 25,000 police officers and 7,000
civilian employees. The four regional police authorities (Landespolizeidirektionen
in BW) are headquartered in Karlsruhe, Stuttgart, Freiburg and Tübingen.
There is also a separate police authority for the city of Stuttgart.
Following a police reform in 2005, the regional police authorities are now
part of the regional government authorities (Regierungspräsidium). The
autobahn and river police stations were reorganized from separate
authorities and integrated into the local police departments. In 2007, the
state government decided that the Baden-Württemberg Police will also
change to blue uniforms and patrol vehicles. The uniform change-over will
occur between 2009 and 2011 to minimize the cost of the conversion. |

Policijska uprava Brandenburg, sa svojih približno 8.000 zaposlenika
sastoji se od glavnog policijskog sjedišta, četiri regionalna policijska
sjedišta, državnog ureda za kriminalističke istrage i ureda za posebne
službe. Potonji obuhvaća interventnu policiju, odjel specijalnih
jedinica i helikoptersku eskadrilu. Napredni tehnički koledž Policijske
uprave glavni je odjel za obuku budućih policajaca i za nastavak
obrazovanja sadašnjih zaposlenika. Središnja agencija Policijske uprave

The Brandenburg Police Department consists of the main police
headquarters, four regional police headquarters, the state office of
criminal investigations, and the office for special services. The
department employs approximately 8,000 individuals. The latter
encompasses the riot police along with the department of special forces
and the helicopter squadron. The advanced technical college of the
Police Department is the main department for training future police
officers and for continuing the education of current employees. The
central agency of the Police Department ensures that all police work in
the state of Brandenburg has the necessary material and technical
resources. |

The main Police Headquarters is responsible for the safety of 2.5
million residents in 14 districts and 4 cities. Its area of
responsibility encompasses 29,476 km², stretching from the northern-most
Uckermark district to the southern-most Elbe-Elster district. This area
includes 12,400 km of roads and approximately 2,600 km of navigable
waterways. The state extends 244 km from north to south and 291 km from
west to east, making it one of the largest federal states in Germany.
Brandenburg is also the largest of the new federal states since the
reunification and has the longest border (250 km) to neighboring Poland. |

the Free Hanseatic City of Bremen. It employs circa 2,500 officers. The
agency is headed by police chief (Polizeipräsident) and the political
head is the Senator for the Interior. The Bremen Police consists of
three main bureaus: the central police directorate for personnel,
education and logistics (Zentrale Polizeidirektion); the bureau of
